Comments and Notifications?

Curious, doesn't appear that when I add a Comment that Notifications are sent to team. Is this by design or should I go back to using Notes instead of Comments?

Dear User,

Notifications about comments didn't send to team, because these users weren't subscribe to these notifications.
To subscribe them , you need to do the following:

1. Select "Resource List" tab.
2. Double click on "Resources".
3. Select "Notification" tab.
4. Check box task (change comments).
